Jihene Touil
Founder • Senior International Consultant
Jihene Touil is a senior international consultant and the founder of Mollitia Consulting, with more than 20 years of professional experience in climate resilience, integrated urban development, disaster risk reduction, and environmental and territorial governance.
She has held senior technical and coordination roles with United Nations agencies, notably UNDP, and has led complex programmes and strategic assignments across Africa and fragile contexts. Her work covers the full project cycle, from policy advisory and programme design to implementation support, monitoring and evaluation, and institutional capacity strengthening.
All of this is underpinned by strong technical expertise in disaster risk reduction, climate change adaptation and mitigation, and inclusive approaches, including gender equality and social inclusion, supporting governments, cities, development partners, and the private sector in translating global frameworks into practical, resilient, and inclusive solutions at national and local levels.
